Enter saves the packing tag, not apply for sprite packing tags on sub sprites
1. select a subsprite
2. select an existing tag: this enables the apply button
3. now select 'new' and create a new tag with out hitting enter.
4. select apply and leave this sprite and return: observe that the tag has not been set nor is available in the list of tags
5. but if you had hit enter after entering tag name and then applied then it'd work
