EditorWindow.Position get/set is inconsistent when creating Custom Editor windows
To reproduce:
1. Open attached project
2. Go to the Examples>PositionBug.
Reproducible with: 2017.4.18f1, 2019.1.0a10, 2019.1.0a14, 2019.2.0a1
Not reproducible with: 2018.3.0b5, 2018.3.3f1, 2019.1.0a9
Regressed in: 2019.1.0a10
Actual results: Custom window pops up and and quickly moves upwards and disappears out of the screen.
Expected results: Custom window should be visible until closed
