EditorWindow can't be resized when docked near another window and 'wantsMouseEnterLeaveWindow' is set to true
Reproduction steps:
1. Open the attached '1408907-sample' project
2. Go to the 'Tools -> TestWindow'
3. Dock the 'TestWindow' under or below the Inspector
4. Try to resize the 'TestWindow' vertically
Expected result: The 'TestWindow' can be dragged vertically
Actual result: The 'TestWindow' can't be resized
Reproducible with: 2021.2.0a10, 2021.2.14f1, 2022.1.0a12
Not reproducible with: 2019.4.36f1, 2020.3.30f1, 2021.2.0a9, 2022.1.0a13, 2022.1.0b11, 2022.2.0a7
Notes:
- The 'TestWindow' can't be resized horizontally when it is docked beside another window
