EditorApplication.isPlayingOrWillChangePlaymode method returns false when exiting Play mode
How to reproduce:
1. Open the attached 'project-1199408.zip' project
2. Enter Play mode
3. Exit Play mode
4. Observe the Console window
Expected result: isPlayOrWillChangePlaymode returns true
Actual result: isPlayOrWillChangePlaymode returns false
Reproducible with: 2017.4.35f1, 2018.4.13f1, 2019.2.14f1, 2019.3.0b12, 2020.1.0a14
