[Editor][Windows] After native titlebar change, multiple Unity windows show up in Windows taskbar
With the change enabling native titlebars on secondary windows in the Windows editor, every secondary window has its own entry in the taskbar and alt+tab menu.

Resolution Note (fix version 2024.1.0a1):
The user now has the option to default to having an item for each window in settings. The default behavior will be to have a single window in the taskbar, which is the classic behavior.
Resolution Note (fix version 2023.3.0a11):
The user now has an option in Editor Preferences to show all secondary windows in the taskbar and alt+tab menu. The default is to not show secondary windows in the taskbar.
