Editor stutters when Unity Hub 2.0.0-beta.3 is running in the background
Reproduction steps:
1. Create a new 2019.1.0a5 or below project via Unity Hub 2.0.0-beta.3
2. Make sure that the Hub is running in the background when the project is opened
3. Move the camera in the Editor
Expected result: Editor behaves normally
Actual result: Editor stutters
Reproducible with: 2017.4.26f1, 2018.3.14f1, 2019.1.0a1, 2019.1.0a5
Not reproducible with: 2019.1.0a6, 2019.1.1f1, 2019.2.0a14
Notes:
1. Fixed with Unity Hub 2.0.0-beta.4
2. If the Hub is closed after the project is started, the stuttering stops
