[Editor] Mouse cursor changes to drag/resize when the color window overlaps over other window edges
The mouse cursor changes to drag/resize when the color editor window is overlapping window edges, text fields, or properties which can be changed by dragging
Reproduction steps:
1. Create a new project
2. Hierarchy > right-click > Effects > Particle
3. Main particle settings > start color > Click on color picker tool (pipette)
4. Move color window in the middle of any window which can be resized
5. Move the color picker tool to the position from where the window can be resized
Expected result: The mouse pointer shouldn't change when editing color
Actual result: The mouse pointer changes as it is resizing the window
Reproducible with: 2021.2.0a1, 2021.2.0a13
Not reproducible with: 2018.4.34f1, 2019.4.24f1, 2020.3.4f1, 2021.1.0a1, 2021.1.3f1
Note: Only reproducible on Windows, not reproducible on Mac OS
