[Editor layouts] Custom editor window is silently ignored from layout
steps to repro:
1. open project
2. select "TEST" > "editor window - <version>"
3. dock the window
4. select Layouts > save layout
5. select Layouts > load layout > select layout you just saved
expected: layout loaded WITH custom editor window
actual: layout is loaded WITHOUT custom editor window
Repro: 2021.1.0a3, 2020.2.0b9, 2020.1.8f1, 2019.4.13f1, 2019.3.15f1, 2018.4.7f1
Notes:
- repro on MacOS
- in 2020.2+, also repro when going to layout dropdown (top right) and selecting "save/load layout to file" rather than "save/load layout"
- also repro by just closing and opening editor (expected: previous layout loaded, actual: previous layout loaded WITHOUT custom window)
- no error message in console, errors can be seen in editor logs
