Editor freeze on Cleanup mono while closing
How to reproduce:
1. Open the attached project and "Level" scene in it.
2. Try exit Editor and notice Unity is completely frozen.
Expected behavior: Unity closes without freeze.
Actual behavior: Exiting Unity will lead to no mouse events being registered anymore but the window stays open and is completely frozen.
Reproducible: 5.4.0b25, 5.4.0f3
Not reproducible: 5.3.5f1, 5.3.6.p1, 5.5.0a5
