Editor doesn't remember previous window size when opening new projects
Reproduction steps:
1. Create a new project
2. Maximize the Editor window
3. Reset the Editor Layout and close the project
4. Create another project
5. Observe the Editor window size
Expected result: Editor opens the same size as it was last time
Actual result: Editor doesn’t open the same size as it was last time
Reproducible with: 2021.2.0a15, 2021.3.20f1, 2022.2.0b16
Not reproducible with: 2020.3.45f1 2021.2.0a14, 2022.2.9f1, 2023.1.0b7, 2023.2.0a6
Fixed in: 2022.2.0f1
Reproduced on: macOS 13.0.1 (Intel), Windows 11 (user reported)
Note: When the bug occurs, Editor always resets to a specific size and place on the screen
