Editor displays incorrect Preferences settings when opening project with Command line arguments that change settings
How to reproduce:
1. Set Unity Preferences settings to disable Cache Server and enable Directory monitoring
2. Download the user-attached project(EditorSettings.directoryMonitoringEnabled Test.zip)
3. Open attached project with Command line arguments: "-EnableCacheServer" and "-DisableDirectoryMonitor"
4. In the Menu Bar, select AssetDatabase > Directory Monitoring Check
5. Note the results in the Console window
6. Open Unity preferences and compare the results
Expected result: preferences display accurate settings that were changed by command line arguments
Actual result: preferences display inaccurate settings
Reproducible with: 2020.1.0a22, 2020.1.5f1, 2020.2.0b2
Could not test with: 2018.4.27f1, 2019.4.10f1, 2020.1.0a21(used arguments not yet introduced)
