[Editor] Clicking the arrow next to Anchors in a UI RectTransform does nothing
To reproduce:
1. Open the attached project.
2. Open SampleScene.
3. Click on Image.
4. In the Inspector, click on the arrow next to the word Anchors.
Actual: Nothing happens.
Expected: Entry expands, like clicking on the word Anchors
Reproduced in 2019.3.0a7, 2019.3.0a10
Not reproduced in 2019.3.0a6, 2019.2.0b10
