Dynamic Resolution doesn't work when Graphics API is set to Vulkan
How to reproduce:
1. Open the user's attached "TestDynamicResolution.zip" project
2. Open the "SampleScene" Scene
3. Enter Play Mode
4. Move the Slider in the Game view
Expected result: ScalableBufferManager.ResizeBuffers has no effect
Actual result: ScalableBufferManager.ResizeBuffers has no effect
Reproducible with: 2019.4.27f1, 2020.3.10f1, 2021.1.8f1, 2021.2.0a17
Notes:
- The issue is not reproducible with DX12
