Dynamic lights still show up in the Profiler consuming time when "Main Light" and "Additional Lights" are disabled in the UniversalRP-HighQuality asset



How to reproduce:
1. Open the "IN_42018" project
2. Press File -> Buil Settings
3. In Build Settings enable "Development Build" and "Autoconnect Profiler"
4. In the "Run Device" dropdown select the desired device
5. Build And Run
6. In Profiler search for "MainLightShadowCasterPass" or "AdditionalLightsShadowCasterPass"

Expected result: no search result was found
Actual result: "AdditionalLightsShadowCasterPass" or "MainLightShadowCasterPass" is found in use

Reproducible with: 12.1.11 (2021.3.25f1), 14.0.7 (2022.3.0f1), 15.0.5 (2023.1.0b19)
Couldn't test with: 2023.2.0a17 (due to error "ArgumentOutOfRangeException: Index was out of range. Must be non-negative and less than the size of the collection")

Testing environment: Windows 10 Pro
