DownloadHandler with a preallocated byte array still generates per frame garbage
To reproduce:
1. Open the project, attached by the user (DownloadHandlerGarbage.zip)
2. Open the "scene0" scene
3. Enter Play mode
4. Open Profiler and in the Memory section observe that GC Allocations per Frame is not 0
Expected: DownloadHandler with a preallocated byte array does not generate per frame garbage
Reproduced in 5.5.4p2, 5.6.3p3, 2017.1.0p4, 2017.1.1p1, 2017.2.0b11, 2017.3.0a7
