[Android][iOS][Input System] Double-tap is not detected on some devices
How to reproduce it:
1. Open the user's attached project
2. Build and Run the project on the device
3. Double-click on the screen
4. Observe the Log messages in the app
Expected result: "OnDoubleTap Phase: Started" and "OnDoubleTap Phase: Performed" Log messages appear
Actual result: "OnDoubleTap Phase: Started" and "OnDoubleTap Phase: Canceled" Log messages appear
Reproducible with: 1.1.0-preview.3 (2019.4.28f1, 2020.3.13f1, 2021.1.13f1), 1.1.0-pre.5 (2021.1.13f1, 2021.2.0b2)
Could not test with: 2018.4.36f1 - Input System is not introduced yet
