Domain reload triggered after disabling Auto Refresh when creating/deleting a script inside a project
How to reproduce:
1. Create any new project
2. Set the “Auto Refresh” property to “Disabled” (Edit → Preferences → Auto Refresh)
3. Create any new Script inside the Assets folder
4. Observe the “Reloading Domain” loading bar appear
Expected result: The domain reload is not triggered
Actual result: The domain is reloaded
Reproducible with: 2023.1.0a1, 6000.0.54f1, 6000.1.13f1, 6000.2.0b11, 6000.3.0a3
Reproduced on: Windows 10 (User), Windows 11
Not reproduced on: No other environment tested

Resolution Note:
Disabling Autorefresh only disables refreshes triggerd by switching away from Unity Editor and back, it does not disable all refreshes.
Creating or modifying a script will always trigger a refresh because we have to incorporate the new/modified script into the existing scripting domain
