"Display no cameras rendering" UI overlaps when resizing the project window
Repo steps:
- Open Unity Scene
- Go to camera in the hierarchy and delete it
- Click on the "game" view next to "scene" at the top of the editor
- Viewport should display "Display 1 Camera not rendering"
- Expand the project menu upwards until it cant go any further
Expected Result: UI stops moving and does not overlap with top of editor
Actual Result: UI overlaps with top of editor
Reproducible with: 2022.2.13f1, 2023.1.0b11, 2023.2.0a9
Cannot test with: (These versions don't allow for as much resizing) 2020.3.46f1, 2021.3.21f1
Platforms tested: Win 11
