Chinese Hub version display language is always English when the Hub's path contains the "=" symbol
Reproduction steps:
1. Place the Hub application in a folder called "="
2. Open the Hub
3. Open the Preferences > Appearance
4. Change the display language to any language other than English
Expected result: The display language changes
Actual result: The display language does not change
Reproducible with: 3.1.2-c2
Not reproducible with: 2.5.8 (Changing the display language was broken regardless of the path)
Reproducible on: macOS 12.4 (Intel)
