Disconnecting controller and opening any project throws "Failed to create device file" error
Reproduction steps:
1. Open any project
2. Connect the "Xbox 360" controller
3. Disconnect the controller
4. Close Unity
5. Open any project
-Observe the "<RI.Hid> Failed to create device file: 2 The system cannot find the file specified." error
Note: Opening any project after controller has been disconnected produces the error
Note: Restarting computer or reconnecting controller resolves the issue.
Expected result: No errors are thrown when starting a new project with a disconnected controller
Actual result: Error is thrown after opening project when controller that is disconnected
Reproduced on: 5.5.0b8 5.4.2f1, 5.3.6p7, 5.2.5f1

I get this error when disconnecting an XBox One wireless controller.
