Differences in scroll sensitivity between platforms when using the Scroll Rect Component
Reproduction steps:
1. Open the attached project "ReproProj"
2. Enter the Play Mode
3. Use the Mouse Wheel to Scroll down
Expected result: Can easily scroll down to the bottom of the scroll view
Actual result: Scrolling is very slow
Reproducible with: 1.7.0 (2023.2.0a22), 1.14.0 (6000.0.49f1, 6000.1.3f1, 6000.2.0b1)
Not reproducible with: 1.14.0 (2022.3.62f1), 1.7.0 (2023.2.0a21)

Testing environment: Windows 10 Enterprise 21H2

I am having the same issue. it appears to be FPS dependent (scrolling using the scroll wheel at 240 FPS works fine, at 60 FPS it is incredibly laggy compared to dragging the handle or holding the mouse button down, and dragging the content).
