Delete and Rename options of Project Window right-click menu are no longer grayed-out
Steps to reproduce:
1. Create new project
2. Right-click in Project Window on an empty area
3. Select Delete or Rename
Expected results: Delete and Rename options should be grayed-out and couldn't be selected
Actual results: Delete and Rename options aren't grayed-out.
Reproduced with: 2018.3.0a3, 2018.3.0a1
Not reproducible with: 2018.2.0b10, 2018.1.7f1
