Custom Shader for Custom Render Texture is not loaded in Build when Shader is not added in AlwaysIncludedShaders list
How to reproduce:
1. Open attached project ("SharderRepro.zip")
2. Build and Run the project
Expected result: Custom shader is loaded in Build
Actual result: Custom is not loaded in Build
Reproducible with: 2018.4.2f1, 2018.4.11f1, 2019.2.10f1, 2019.3.0b7, 2020.1.0a9
Not reproducible with: 2017.4.33f1, 2018.4.1f1
Workaround: Set the custom render texture shader manually to the list of AlwaysIncludedShaders in Graphic Settings

Workaround didn't work for me do to issue #1191757 (see commets there for possible workaround)
