Regression
No
MenuItem validation function can be executed in the Hierarchy context menu
How to reproduce:
1. Open the user's attached project
2. Press GameObject in the toolbar
3. Notice that the item "MenuItem" is not available
4. Right-click in the Hierarchy window (Make sure no GameObjects are selected)
5. Observe the context menu
Expected result: "MenuItem" is not available
Actual result: "MenuItem" is available
Reproducible with: 2017.4.40f1, 2018.4.23f1, 2019.3.14f1, 2020.1.0b9, 2020.2.0a11
Note: Pressing "MenuItem" in the Hierarchy when no GameObject is selected, the validation method is executed, even though it shouldn't be allowed to be executed directly. When a GameObject is selected, the non-validation method is executed.
