"Create", "Rename" or "Delete" items disappear from the shortcut profile list and instead user gets blank spaces in the list
Steps to reproduce:
- Create a project
- Go to menu "Unity" -> "Shortcuts"
- Verify, that the "Shortcuts" window opens
- Create a few new shortcut profiles
- Expand the profiles list and scroll it up and down several times
- Observe the list
Expected result: The full list should be displayed always. All items should be visible. No empty spaces should become visible.
Actual result: "Create", "Rename" or "Delete" items disappear from the shortcut profile list and instead user gets blank spaces in the list. Added shortcuts and video in the "Attachments" section.
Reproducible with: 2023.2.0a21, 2023.2.0b8, 2023.3.0a4.
Not reproducible with: 2021.3.30f1, 2022.3.6f1, 2023.1.11f1, 2023.2.0a20.

Resolution Note:
Due to the state of the new Contextual Menus feature, we decided to revert to OS Menus in 2023.3. Hence, we are cancelling all 2023.2.X ports and recommend using 2023.3.0b1 or higher for more stable context menus. The feature will be reconsidered in future versions.
