Create project ID button resizes itself when Project Settings window is resized
To reproduce:
1. Create a new project
2. Open up Project Settings window (Edit > Project Settings)
3. Click on Services
4. Resize the Project Settings window
Expected result: 'Create project ID' button doesn't resize after changing the size of the Project Settings window
Actual result: 'Create project ID' button does resize and gets really big when the Project Settings window is made as small as possible
Reproduced in: 2020.1.0a14, 2020.1.0b8, 2020.2.0a12
Not reproducible with: 2018.4.22f1, 2019.3.13f1, 2020.1.0a13
Notes:
-In not reproducible with versions the 'Create project ID' is in Window > General > Services and its button is named 'Create'
