"Couldn't download template: Validation Failed" warning thrown when trying to download 3D Sample Scene (HDRP) via Unity Hub

How to reproduce:
1. Open Unity Hub
2. Press "New Project" button
3. Select 2023.1.0b13 version in "Editor Version" section
4. Find 3D Sample Scene (HDRP) Template
5. Press "Download template" button and observe

Expected: No warnings are thrown, template can be downloaded
Actual: Warning "Couldn't download template: Validation Failed" is thrown in Unity Hub

Reproduced with: 3.4.2-beta.2 Unity Hub (2023.1.0b13 Unity version)
HDRP Template version: v15.1.3

Reproduced on: Windows 10, MacBook Pro, M1 Max

Error from logs: Error occured in 'Source Availablity Check'. AxiosError: Request failed with status code 404

    NOTE - I'm using a macbook pro M2 with Silicon (not Intel) Unity application build

    2023 - Hub - new project attempt
    CANNOT DOWNLOAD TEMPLATE

    - I see the template listed for new project 2023.1.09b in HUB
    but have tried for hours and every time I get
    "Couldn't download template: Something went wrong. Please try again."

    When I try with 2022 I can download and use gthe HDRP template no problem

    I can OPEN a 2022 HDRP project in 2023 and it all works fine - but I cannot CREATE a 2023 HDRP project since I cannot download the template
