Corrupted mipmaps are generated when using EditorUtility.CompressTexture with NPOT textures
How to reproduce:
1. Open the attached “IN-126492” project
2. Open the “SampleScene”
3. In the toolbar, navigate to Tools > Compress ALL Textures > BC3|DXT5
4. Observe the scene view and the Console
Actual result: The left texture is corrupted and no warnings or errors are thrown in the Console
Expected result: Both textures are not corrupted and an error is thrown in the Console
Reproducible with: 2022.3.69f1, 2023.3.0b8, 6000.0.64f1, 6000.2.15f1, 6000.3.1f1, 6000.4.0b1, 6000.5.0a3
Not reproducible with: 2023.3.0b7
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: Compression formats tested: DXT5, BC4 and DXT1
