Configuration window "Select monitor" has different display's numbers than "Screen resolution" settings in Windows

Steps to reproduce:
- Create a new empty project
- Save default scene
- Add this scene to build settings (File->BuildSettings, press "Add Open Scenes")
- Press "Build and run"
- Configuration window which is on screenshot appears
