'Compiling Shader Variants' progress bar is inaccurate when building a project
How to reproduce:
1. Create a new LWRP/HDRP project
2. Build the project
3. Wait for the 'Compiling Shader Variants' progress bar to appear
Expected result: the progress is displayed gradually increasing throughout the compiling process from start to finish
Actual result: the progress gets stuck/jumps to completion when it's only partially finished
Reproducible with: 2018.1.9f2, 2018.2.17f1, 2018.3.0b11, 2019.1.0a10

Resolution Note:
The jumping is due to the way Shader compiling stats was added to the build progress bar, and the fact that we don't know how many shader variants will be compiled ahead of time. So this jumping is due to the shader compiler job tracker injecting and taking over the build process bar when it is compiling shaders, and returning it once it's done.
