[CommandBuffers] Parts of decals drawn in BeforeLighting are cut off when covered by a shadow
How to reproduce:
1. Open user's attached project
2. Go to DefferedDecals
3. Open "_DefferedDecals" scene
4. Switch to Game view
Expected result: Decal is visible when in the shadow
Actual result: Part of decal which is in the shadow is cut off
Reproduced with: 5.6.3p1, 2017.1.1f1, 2017.2.0b10, 2017.3.0a6
Note: When turning another directional light on, the decal only vanishes where 2 shadows overlap
