[WP8] Collision2D.relativeVelocity is always 0,0
To reproduce:
1. Import repro package
2. Open scene repro. It has two ships and plays a sound when the Collision2D.relativeVelocity.magnitude is larger than 0. The same value is also displayed in the top left corner
3. Enter play mode - when the ships collide sound plays and the value changes
4. Build and run for WP8 - no sound, number is always 0
