Collab window does not minimize when Collab button or anywhere else is being clicked
How to reproduce:
1. Create/open new project
2. Press Collab button
3. See that it doesn't minimize easily
Reproducible with: 2018.3.0a10, 2018.3.8f1, 2019.1.0b6, 2019.2.0a8

Resolution Note:
We are in the process of redesigning Collab's UI, which will completely remove the Collab Toolbar. Because of this, all UI-related issues to the Collab Toolbar won't be fixed so that we can focus our efforts on the UI redesign.
