[FixInGit1.4] Collab still takes files from ignored folder
How to reproduce:
1. Create new empty project and start to use Collab
2. Create new folder in Project Window, add some files there
3. Edit ".collabignore" file in Project folder
4. Add your new created folder name
5. Restart Unity
Expected result: Files in ignored folder should be ignored
Actual result: Files in ignored folder are not ignored and published with collab
Reproduced with: 5.6.3p2, 2017.1.0f3, 2017.1.1f1, 2017.2.0b10, 2017.3.0a7
