Collab drop-down menu button reopens its window each time it's clicked instead of opening-closing it

To reproduce:
1. Create a new project
2. Enable Collab
3. Click its drop-down button to open collab window multiple times

Expected: collab window should be opened after the first click and closed after the second
Actual: collab window is reopened each time button is clicked

Reproduced on: 2017.2.0b10, 2017.3.0a7
Not reproducible: 5.6.3p1, 2017.1.1f1
