Cloth is broken when parent GameObject scale is lower than 1 and Surface Penetration constraints are set 0
How to reproduce:
1. Open the attached "cloth-surface" project
2. Open the "SampleScene" scene
3. Enter Play Mode
Expected result: Cloth on the left and right objects is not broken just like the middle object
Actual result: Cloth on the left and right objects is broken
Reproducible with - 2019.4.22f1, 2020.3.0f1, 2021.1.0b7, 2021.2.0a8
Not reproducible with - 2018.4.30f1

Cloth is now broken if instantiated at runtime from a prefab with a skinned mesh renderer (2019.4.25) - this was not broken in 2019.4.22. It's likely to be this fix that caused the new issue
