VisualElement object isn't getting updated when its scale is being changed after it's added to rootVisualElement
To reproduce:
1. Open attached project ("case_1185353.zip")
2. From menu bar open "TestWindow" > "Window"
3. In the newly opened window press "Test" button
Expected result: New element is painted correctly
Actual result: New element is not painted correctly
Reproducible in: 2019.2.7f2, 2019.3.0b5, 2020.1.0a6
