Clicking a header in ShaderGraph Node creation dropdown does not expand it
Steps to reproduce:
1. Open any Unity project that uses URP or HDRP
2. Open any Shader Graph asset
3. Click the right mouse button on empty space inside the shader graph editor
4. Click Create Node
5. Try to click any header to expand it
Expected (intuitive) result: clicking the header will expand it
Actual result: clicking the header results in an empty click and only the arrow expands the node
Note: clicking Enter with a header highlighted also does nothing
Reproducible with: 2020.3.46f1, 2022.2.12f1, 2023.1.0b10, 2023.2.0a9

Resolution Note:
This is a good idea. I'm marking this issue for further review by our UI/UX design team for future improvements; however, it isn't a bug in the sense that nothing is behaving in way that wasn't intended. I'm closing it as a "Feature Request" for now.
