Click/touch phase does not end immediately when click or touch is released
Steps to reproduce:
1. Open user's attached project "InputSystem_bug.zip"
2. Enter Play mode
3. Click on the Button on the top left of the Game view
4. Notice that click/touch information remains for some time
Expected results: Click/touch phase ends when click or touch is released
Actual results: Click/touch phase does not end immediately when click or touch is released
Reproducible with: 2019.4.7f1(1.0.0), 2020.1.1f1(1.0.0), 2020.2.0a20(1.0.0)
Unable to test with: 2018.4 due to project breaking
