Cinemachine camera moves when Time.timeScale is set to zero(0)
Reproduction steps:
1. Open the attached project “CineProject”
2. Open the “Assets/Scenes/SampleScene.unity” scene
3. Enter Play Mode
4. In the Game View, move the Mouse for Camera movement
5. On the Keyboard, press the Space button to pause the game
6. Move the mouse and Observe for any Camera movement
Expected result: Cinemachine camera does not move
Actual result: Cinemachine camera moves
Reproducible with: 2.9.0-pre.6, 2.9.4 (2020.3.44f1, 2021.3.16f1, 2022.2.2f1, 2023.1.0a25), 3.0.0-pre.3 (2022.2.2.f1, 2023.1.0a25)
