CIL Linker fails when there are many Scenes in build
How to reproduce:
1. Open the attached (UnityLinker-MaxJsonSize-Bug.zip) project
2. Build to UWP
Expected result: Build fails when there are many Scenes in build
Actual result: Build succeeds when there are many Scenes in build
Reproducible with: 2019.3.0a8, 2019.3.14f1, 2020.1.0b9, 2020.2.0a11
Not reproducible with: 2018.4.22f1, 2019.3.0a7

It may be because you are building it into the Assets folder? Try saving it to a folder outside the Unity project.
