Canvas is rendered on the top of a URP Rendering Debugger when Canvas Sort Order is greater than 0
How to reproduce:
1. Open the user-attached project “UBug”
2. Open the “SampleScene” scene
3. Enter the Play Mode
4. Press LeftCtrl+Backspace to open URP Rendering Debugger
5. Observe the Game View
Expected result: The Rendering Debugger window is rendered on the top of the Canvas
Actual result: The Rendering Debugger window is rendered behind the Canvas
Reproducible with: 2021.3.18f1, 2022.2.6f1, 2023.1.0b2, 2023.2.0a1
Couldn’t test with: 2020.3.45f1 (there is no URP Rendering Debugger)
Reproducible on: Windows 11 Pro
