Cannot Enable Transcoding on Video File
Transcoding cannot be enabled for attached video clip. Repro should hopefully be simple:
1. Download the attached video clip
2. Create a new project and drag the clip in
3. Observe clip plays fine in the inspector
4. Click the checkbox 'Transcode'
5. Observe errors in console and clip no longer plays in inspector.
Bug was repro'd on Windows, and on editor versions:
- 2018.1.0a1
- 2017.3.0b3
- 2017.2.0f3
- 2017.1.1p4
- 5.6.3p2
Appears to only reproduce with this particular video and on Windows only
