Camera Preview in the Scene View window is majorly scaled down when using certain Editor layouts
How to reproduce:
1. Create a new Unity project
2. Set the Editor layout to Default/Tall/Wide
3. Select the Main Camera in the Hierarchy window
4. See the Scene View
Expected result: Camera Preview is appropriately sized
Actual result: Camera Preview is scaled down and indistinguishable
Reproducible with: 2019.3.0a8
Not reproducible with: 2017.4.29f1, 2018.4.3f1, 2019.1.8f1, 2019.2.0b8, 2019.3.0a7
