Camera Overlay is missing icons when docked
Steps to reproduce:
1. Enable the Camera Overlay (three dots in the top right corner of the Scene View>Overlay Menu>Cameras)
2. Dock the Cameras Overlay to any side
Expected result: the two-dash icon for undocking is visible; the overlay dropdown icon is visible
Actual result: the camera is docked as an empty grey box
Reproducible with: 2023.2.0a18, 2023.2.0b4
Not reproducible with: 2023.2.0a17
