[Windows] Cache Server: Adjusting the "Maximum Cache Size" freezes up editor
How to reproduce:
1. Open provided project
2. Open Edit/Preferences
3. Switch to "Cache Server" tab
4. Switch Cache Server to "Local" mode
5. Adjust the "Maximum Cache Size" slider
Expected result: smooth 'Maximum Cache Size' slider operation
Actual: Touching the slider freezes up the editor for about 5 seconds
Reproduced on: 5.5.0b1, 5.5.0b3
