Built-in shaders with alpha blending ignore blending when rendering to a render texture with clear tag
Steps to reproduce:
1. Download and open the attached project
2. Look at the game view
Expected result: checkerboard texture should not show through
Actual result: texture shows up
Reproduced on 2017.1.3f1, 2017.2.1p2, 2017.3.0p3, 2018.1.0b4
