[Android] Runtime performance deteriorates on certain Android devices when Graphics API is set to Vulkan on an upgraded project

Steps to reproduce:
1. Open the “IN-97729” project
2. Build and Run the project for the Android Platform
3. Observe the Android Player

Expected result: The FPS stays about the same in all streams
Actual result: The FPS is lower in certain builds

Reproducible with: 2022.3.62f1, 6000.0.50f1, 6000.1.4f1
Not reproducible with: 2021.3.52f1

Testing environment: macOS 15.3.2 (M4 Pro), macOS 15.5 (M1), Windows 10 (reporter)
Not reproducible on: No other environment tested
