Build fails with error "The Vulkan Graphics API does not support XR in your configuration" when using Vulkan Graphics API
How to reproduce it:
1. Open the user's attached project
2. Build it for Android
3. Observe the Console window
Expected result: Project is successfully built for Android
Actual result: Error messages appear:
BuildFailedException: The Vulkan Graphics API does not support XR in your configuration. To use Vulkan, you must use Unity 2019.3 or newer, and the XR Plugin Management.

Reproduces on: 2021.1.19f1, 2021.2.0b10, 2022.1.0a7
Could not test with: 2019.4.30f1, 2020.3.17f1 (due to Visual Scripting errors)

I had the same error with a fresh install of both 2020.3.29f1 and 2021.2.12f1 on Linux. The solution was to set up the Oculus plug-in in Project Settings > XR Plug-in Management. There was then a requirement to set Color Space to Linear. Attempting to post here since this page was the only matching search result.

Resolution Note (2022.1.X):
It appears that the Oculus integration asset was only partially added to this project. The critical elements missing here are the .asmdef files (like Oculus.VR.Editor.asmdef) that let the Oculus provided scripts know that the XR SDK and XR Management are being used. This build error should go away with a more complete import of the Oculus integration asset.
