[BugReporter] Public field is stored from previous versions
If Public checkbox was checked/unchecked in BR in Unity 5.3, it would be set to the same value in 5.4.x.
How we can reproduce it using the example you attached
1. Open 5.3.x BR.
2. Uncheck Public checkbox. Send a report.
3. Open 5.4.x BR.
4. Sent a report.
Actual result: Report would be non-public.
Expected result: Since 5.4 BR should be always send public reports, despite previous value.
